The U.S. veterans residing in Colombia often encounter several difficulties and triumphs while searching for healthcare options. Accessing medical care after service can be challenging, and the Veterans Affairs (VA) is frequently their sole alternative. The challenges veterans face in accessing healthcare are often more intricate than those the general population faces. This is especially true for overseas veterans who may encounter unfamiliar healthcare systems and language barriers.
The HCA Clinic assists veterans with difficulties seeking medical care outside the United States. They provide insights into the unique experiences of veterans’ healthcare abroad and the resilience that drives their pursuit of optimal care. The Foreign Medical Program (FMP) of the VA
The Foreign Medical Program, or FMP, is a Department of Veterans Affairs (VA) healthcare benefits program for U.S. Veterans with VA-rated, service-connected disabilities living or traveling abroad.
All healthcare services provided in foreign countries fall under the jurisdiction of FMP. The Veterans Health Administrator (VHA) Office of Community Care in Denver, Colorado, administers the program.
The Office of Community Care is responsible for all aspects of the program, including the Veteran’s registration process, application processing, and payment of claims.
The eligibility requirements for medical services for Veterans outside the United States are different. VA may authorize foreign medical services for Veterans only for a VA-rated, service-connected disability or any disability associated with and held to be aggravating. This means that disability percentages have no bearing when determining eligibility for foreign medical services.
Authorization before obtaining FMP health care services for VA-rated, service-connected disabilities is not necessary. Veterans who have established permanent residence in a foreign country are encouraged to notify the FMP of their current address. At that time, arrangements will be made for FMP registration and the mailing of program materials.
Although Veterans may select providers of their choice, it is recommended (not required) that chosen providers produce their medical documentation and billing statements in English. Documents submitted in another language will require translation services, which may delay claims processing payment.
Generally, as long as the service is medically necessary for the treatment of a VA-rated, service-connected disability or any disability associated with and held to be aggravating, it will be covered. Services must be accepted by VA and the U.S. medical community, including the U.S. Food and Drug Administration and the American Medical Association.
Veterans who are simply traveling overseas and aren’t planning on a permanent relocation may still want to notify the Office of Community Care if medical services are required for a VA-rated, service-connected disability. In addition, enrolling in FMP is simple – fill out the form and send it to the VHA Office of Community Care.

Frequently Asked Questions about Healthcare for Veterans in Colombia
To apply for VA benefits, individuals can initiate the process by creating an account on the official VA website (va.gov) and completing the online application for their desired benefit program. Essential documents, such as discharge papers and medical records, should be gathered and submitted along with the application. Monitoring the application’s status through the VA.gov account, providing prompt responses to requests for additional information, and consulting with a Veterans Service Officer if needed all contribute to a smoother and more efficient application process. The VA’s comprehensive system is designed to honor veterans by facilitating access to crucial resources for post-military life.
Veterans can easily initiate the process by contacting HCA Clinic directly. The clinic’s staff is well-equipped to guide veterans through the necessary steps to access the healthcare they need.
HCA Clinic provides a wide range of services, including routine check-ups, specialized medical care, and assistance with benefits claims related to service-related injuries or disabilities.
To be eligible for VA disability benefits, a veteran typically needs a disability rating of 10% or higher. The specific benefits and compensation amount increase with the severity of the disability. A 0% rating may still indicate a service-connected condition, but it doesn’t qualify for compensation; however, it may make the veteran eligible for other benefits like healthcare.
While HCA Clinic may assist U.S. veterans with some aspects of the documentation required for the Department of Veterans Affairs (VA), it’s crucial to note that the VA claims process involves collaboration between the veteran and the VA itself. HCA Clinic, or any other healthcare provider, can support veterans by providing relevant medical records and information about service-connected disabilities, which is valuable for the VA claims process.

Hi Jeff Charles Miller here in guarne I m a 100% disabled vet that is diabetic and needs to be seen I haven’t had my meds in quite a while and need to get supplies do you know the time period for waiting to get a appointment?
You will have to contact them here: https://medellinguru.com/directory/hca-clinic-medellin/
Hello,
I’m rated 100% permanent disabled with the VA. I have concerns with physical and mental issues. My question is in regards to dental. Does the VA cover dental in Colombia?
Hi Marv, I recommend you to contact them here: https://medellinguru.com/directory/hca-clinic-medellin/
Jeff, while not a veteran, I’d like to chime in on Medellin Health Care for those of us who are tourists. No one wants to get sick abroad, but you do have a choice of medical care outside the U.S. I have a site that I’ve used for some years that is called Squaremouth, https://www.squaremouth.com/. It offers excellent screeners and comparisons. For our upcoming trip to Medellin, I chose, for the third time, a company called “Seven Corners”. They offer direct billing for the best hospitals in Medellin such as Pablo Tobon Uribe. It’s especially good for those of us who get cancellation and other coverage through our credit cards, but not medical. Thank you so much for posting this for those who have served the U.S. so well.
Hello. Like you I have traveled to over 40 countries and Colombia is the best place by far and I will be moving there. I am liquating my assets in the US. As part of this I am giving away most of my stuff. I have an extensive fiction library that I will begin slowly carrying to Colombia on my trips there. I work in the oil industry so will fly in and out frequently. Can you hook me up with a veterans group there to hand off the books to? From experience US veteran expats always enjoy a few free English fiction books to wile away the time.
Thanks.
There are some U.S. veterans that come to our Medellin Guru events like our one on Dec. 10 in Sabaneta – https://medellinguru.com/december-2019-medellin-guru-meetup/. Hello Sr. I am a Marine Disable combat vet trying to move to Barranquilla. Is there any resources available for me and family available in the Atlantic region? I am 100% disable from VA and have medical treatments every 3 moths for combat injuries. Any info would be appreciated.
You may want to reconsider Barranquilla. Barranquilla doesn’t have any of the top rated hospitals in Latin America while Medellín has nine of the best hospitals – see our Medellín vs. Barranquilla comparison – https://medellinguru.com/medellin-vs-barranquilla/. Barranquilla doesn’t compare very well.
Hi Jeff need inforation. On getting a ccw in colombia
I assume by CCW you mean carrying a concealed weapon. Nobody I have met in Colombia has a gun and I understand its difficult to get licensed to posses a gun. I recommend looking at the policies here – https://www.gunpolicy.org/firearms/region/colombia or talking with a law firm like – https://cuadrolegal.com/en/
Any plans for assistance in Cartagena?
I recommend contacting HCA Clinic here https://medellinguru.com/directory/hca-clinic-medellin/
Hi can you send me more information about your services in Colombia, looking to move there 23 Years Vet…
You can reach them here: https://medellinguru.com/directory/hca-clinic-medellin/ and ask them about their services.
Jeff. I am coming to Colombia the end of June. How do I find cost of living info. For Sabaneta?
Hi Mickey, we have been averaging about 6,000,000 pesos per month as our cost of living for a couple living in Sabaneta. But our costs will drop by about 750,000 pesos per month as we recently moved to a 3-bedroom house with lower rent and lower utility costs plus lower transportation costs as we can walk more. For example, our new rent is only 1,050,000 pesos per month compared to 1,500,000 pesos per month if we would have renewed at the apartment we were living in.
I plan to write an updated cost of living article after a few months living in our new house.
The cost of living in Sabaneta is lower than some other neighborhoods popular with foreigners due to lower rental costs. See our article about unfurnished rentals – https://medellinguru.com/2018-unfurnished-apartment-rental-costs.
Yes Jeff your article was very interesting, I thinking in two and a half years of retiring in the Medellin area I’m a US veteran and the VA sends me all my meds. Could they send them to Colombia on a monthly basis.
Hi Russell, thanks. Regarding your question about meds I recommend asking HCA Clinic here: https://medellinguru.com/directory/hca-clinic-medellin/
I am a US veteran with VA medical services in the US. The article said the Veteran coverage is for service connected injuries rather than for Veterans who have VA Medical coverage. Is this correct as I am in Colombia and considering retirement here. Thanks
Yes, this office helps veterans write and submit benefits claims to the VA for service related injuries or disability under the Foreign Medical Program (FMP) of the VA. FMP pays for health care services, medications, and durable medical equipment that are associated with a service-connected condition and/or aggravated condition.
Jeff, I appreciate you getting the word out on this. I’m a vet and current VA member but still actively working in the US. It’s nice to know that there’s other healthcare options if/when I ever decide to retire and expatriate to the Medellin area. This new office certainly might make my decision a tab bit easier.
Hi Jeff, thanks. I wanted to help get the word out about this.
Jeff: Thanks very much for your thorough and rapid response to my questions. I reallly enjoy reading your daily articles, and they have spurred my desire to relocate to Medellin.
Two questions:
1)
Does the healthcare written about today – also include non-vets, who are retired persons?
2) Where can I write to find out if certain prescribed drugs are available at Pharmacies in Medellin??
Thank you for your responses.
My understanding is vets only – but can ask HCA Clinic here https://medellinguru.com/directory/hca-clinic-medellin/ . Plan to cover pharmacies in a separate article in the future but will require research. But they may be able to answer that question if you contact them.
